RFP for Strategy & Org Dev Consultant: Partner Strategy, Mission, and Impact Support

Background and Context
One of our clients is implementing a structured partner engagement delivery approach to strengthen the effectiveness, sustainability, and impact of its high-priority partners. These partners operate at varying levels of organizational maturity and face challenges related to strategic clarity, mission alignment, and articulation of impact.

To address this, our client seeks to provide targeted, practical support to assess and align organizational structures, leadership, and operations with strategic priorities. Also, this support is intended to provide actionable recommendations to strengthen selected partners’ organizational strategy, clarify their mission and value proposition, and enhance their ability to define and deliver measurable impact. Our client intends to engage qualified consultants to deliver this support in a tailored, action-oriented manner.
Objective of this EngagementThe objective of this consultancy is to provide targeted strategic support to select partners to:

• Assess and evaluate organizational strategy and strategic priorities.
• Provide recommendations on the alignment of mission, vision, and value proposition with actual areas of work.
• Assess and provide recommendations to sharpen impact focus, including outcomes, beneficiaries, and success measures.
• Assess and provide options to improve alignment between strategy, structure, leadership, and opactionabl
• Develop practical, actionable recommendations and implementation pathways.

Scope of WorkThe consultant will work closely with our client and selected partners to deliver integrated support across three core areas, utilizing a participatory, co-creation approach that treats faculty and/or leadership as co-authors and transfers knowledge along the way.
Strategy and Mission AlignmentReview organizational strategy, including theory of change, priorities, and programmatic and technical focus areas.Assess alignment between partners’ current activities, stated strategy, and intended impact, and identify gaps or inconsistencies.Conduct relevant analyses (e.g., document review, stakeholder input, environmental scan) to inform strategic direction.
Impact Definition and Strategic CoherenceAssess partners’ approaches to, and processes for, strategic development (evaluating impact focus, clarity on who they serve, what outcomes they seek to influence, and how success is defined).Assess the appropriateness of partners’ approaches for the development of measurable goals, indicators, and success metrics. 
Organizational Alignment and Implementation SupportAssess alignment across structure, governance, leadership, culture, talent, and operations with strategy.Identify inefficiencies, redundancies, and structural constraints affecting performance.Develop practical, prioritized recommendations, including organizational design adjustments where needed, that partners can realistically implement, rather than high‑level or theoretical frameworks.
Research Strategy and PositioningHow the institution sets research priorities and whether there is coherence with institutional strategy.Maturity of the research-support office (grants/pre- and post-award, ethics, IP/tech transfer, external funding).Research-to-impact translation and partnerships.
Key DeliverablesThe consultant will be expected to deliver both partner level outputs, tailored to each supported partner, and output to our clients:

Partner Level Output

• Key strategic issues and diagnostic insights.
• Refined mission, strategic focus, and priorities.
• Impact definition (outcomes, beneficiaries, success measures).
• Organizational alignment findings (where applicable).
• Clear, prioritized recommendations and next steps, with partner-owned implementation/adoption pathways along with accountable internal owners.
• Recommended strategy summaries or strategic plans (where applicable).

Client Level Output Synthesis report, highlighting:

• Cross-cutting themes and common challenges across partners.
• Patterns in strategic or organizational gaps.
• Implications for broader partner engagement and support strategies.

Required Qualifications and Experience
Interested partners should demonstrate:

• Familiarity working with universities, research institutes and supporting them on capacity building is an added advantage.
• Strong experience supporting organizations on strategy development, mission clarity, and impact articulation, particularly in complex or resource‑constrained contexts.
• Experience working with non‑profit, public sector, or development‑focused organizations, ideally within Nigeria, or similar operating environments.
• Ability to provide practical, implementable advice, not just diagnostic assessments.
• Strong facilitation and engagement skills, including working with senior leadership teams including senior academics, and ability to navigate institutional politics and stakeholder interests sensitively.
• Capacity to adapt tools and approaches to partners at different stages of organizational maturity.
• Comparative/benchmarking capability across peer organizations and universities, paired with Nigerian/African contextual knowledge.
• Facilitation skills.

• CAC registration document.
• Evidence of tax registration and most recent tax clearance certificate.
• SCUML certificate.
• A technical proposal outlining your understanding of the assignment, proposed approach, and relevant experience.
• Examples of similar past work (where available).
• A proposed budget and level of effort, aligned with the scope described.
