Countries in Europe that have never qualified for FIFA World Cup
The FIFA World Cup has featured some of the biggest footballing countries in Europe, from Germany, France and Italy to Spain, England and Portugal.
However, a number of European countries have never made it to the finals of the world’s biggest football tournament.
According to FIFA, 22 of UEFA’s 54 member nations were still waiting to make their World Cup debut during the 2026 qualifying cycle.
The list includes countries that have competed at the European Championship, as well as smaller nations that have never appeared at a major international tournament.
With Europe allocated 16 places at the expanded 2026 World Cup, qualification remains particularly competitive, with dozens of national teams battling for a limited number of spots.
Here are the 22 European countries that have never qualified for the FIFA World Cup:
1. Albania
Albania have never appeared at the FIFA World Cup despite becoming regular competitors in European Championship qualification.
The Red and Blacks made their first appearance at the European Championship at Euro 2016 and returned to the tournament in 2024, but a World Cup debut remains elusive.
2. Finland
Finland are another European nation yet to reach the World Cup finals.
The Nordic country made history by qualifying for Euro 2020, their first major international tournament, but have never managed to secure a place at the World Cup.
3. Georgia
Georgia have never qualified for the World Cup despite making their European Championship debut at Euro 2024.
The team impressed at the tournament in Germany, reaching the knockout stage, but their wait for a first World Cup appearance continues.
4. Latvia
Latvia remain without a World Cup appearance.
The Baltic nation has also struggled to establish itself among Europe’s top footballing countries, although it famously qualified for Euro 2004 — its only appearance at a major international tournament.
5. North Macedonia
North Macedonia have never reached the World Cup finals.
They came close during qualifying for Qatar 2022, reaching the European play-offs and famously eliminating Italy before losing to Portugal in the final qualifying round.
6. Andorra
Andorra are among Europe’s smaller footballing nations and have never qualified for the World Cup.
The country has competed in World Cup qualifying since 2002 but has never progressed close enough to secure a finals place.
7. Armenia
Armenia have never appeared at the World Cup.
The national team has participated in European and World Cup qualifying campaigns since becoming a FIFA member following independence, but qualification has remained out of reach.
8. Azerbaijan
Azerbaijan are also still waiting for their first World Cup appearance.
Despite participating in UEFA qualifying campaigns for decades, the country has never finished in a position that would take it to the finals.
9. Belarus
Belarus have never qualified for the World Cup since becoming an independent football nation.
They have competed in UEFA qualifying campaigns since the 1990s but have not managed to reach the finals.
10. Cyprus
Cyprus remain one of the European countries yet to make their World Cup debut.
The island nation has taken part in qualifying campaigns for decades but has never secured a place at the tournament.
11. Estonia
Estonia have never qualified for the FIFA World Cup.
The Baltic nation has been involved in World Cup qualifying since 1994 but has never progressed to the finals.
12. Faroe Islands
The Faroe Islands are another UEFA member yet to reach the World Cup.
Despite producing competitive performances against bigger European nations, the island territory has never qualified for a major international tournament.
13. Gibraltar
Gibraltar are one of the newest members of UEFA and FIFA.
They joined UEFA in 2013 and FIFA in 2016 and have never qualified for the World Cup.
14. Kazakhstan
Kazakhstan have never appeared at the World Cup.
Although geographically located largely in Central Asia, Kazakhstan competes under UEFA and has been involved in European qualifying since joining the confederation.
15. Kosovo
Kosovo are among the youngest members of UEFA and FIFA.
The national team has competed in World Cup qualifying since the 2018 cycle but has yet to reach the finals.
16. Liechtenstein
Liechtenstein have never qualified for the World Cup.
The small Alpine nation has participated in qualifying campaigns but has never secured a place at the finals.
17. Lithuania
Lithuania remain without a World Cup appearance.
The Baltic nation has competed in World Cup qualifying since the late 1990s but has never managed to reach the tournament.
18. Luxembourg
Luxembourg have one of the longest waits among European nations.
The country has been involved in World Cup qualifying since the inaugural tournament in 1934 but has never successfully qualified for the finals.
19. Malta
Malta have also never reached the World Cup.
The Mediterranean island nation has competed in qualifying since the 1970s but has consistently struggled to overcome Europe’s stronger footballing countries.
20. Moldova
Moldova have never qualified for the FIFA World Cup.
The Eastern European nation has participated in qualifying since the 1990s but remains without a major tournament appearance.
21. Montenegro
Montenegro became an independent FIFA and UEFA member in 2007.
Since then, the national team has competed in several World Cup qualifying campaigns but has never secured a place at the finals.
22. San Marino
San Marino have never qualified for the World Cup and are one of the smallest football nations in Europe.
The national team has been involved in World Cup qualifying since 1994, but the tiny republic is still waiting for its first competitive victory in World Cup qualifying.
