ABUJA – Mr. Richard Pheelangwa has officially assumed duty as the Permanent Secretary of the Ministry of Defence, describing his appointment as an honour, a responsibility, and a call to strengthen Nigeria’s defence architecture.

Pheelangwa expressed gratitude to President Bola Ahmed Tinubu for the opportunity to serve and pledged to uphold professionalism, transparency, discipline, and teamwork in driving the ministry’s core mandates, including defence policy formulation, military administration, logistics, procurement, and international cooperation.

He affirmed his commitment to work closely with the Minister, the Minister of State for Defence, the Service Chiefs, Directors, and all ministry staff to enhance efficiency, resource management, and operational readiness across Nigeria’s defence institutions. Pheelangwa also emphasized that staff welfare would receive attention, noting that it is “not a luxury but a necessity.”

In his opening remarks, Dr. Sunday Attah, Director overseeing the Office of the Permanent Secretary, assured Pheelangwa of the ministry’s experienced staff and pledged full cooperation to help him achieve his goals. Mohammed Hamza, Director of Legal Services, also reiterated that Pheelangwa has a formidable team ready to partner with him for idea-sharing and value addition.

The handover ceremony concluded with the signing of the handing over and taking over documents. Pheelangwa was redeployed to the Ministry of Defence from the Federal Ministry of Water Resources.

The event was attended by Directors and senior officials from both the Ministry of Defence and the Federal Ministry of Water Resources.
