National Single Window will fail without necessary infrastructure  — Maritime expert

Industry expert and Chief Consultant at Global Transport Policy, Dr. Segun Musa, has described the National Single Window, NSW, as a shell to house agencies, adding that Nigerians should not expect the project to transform cargo clearance.

He said that unless the agencies under the NSW are properly equipped with infrastructure, the initiative will fail to deliver meaningful change.

Musa stated: “Bringing agencies together under the NSW is not the solution. Interactions may be faster, but without the necessary infrastructure, the effort will be frustrated.

“There has been a lot of noise that Single Window will change the dynamics, it cannot change anything.

“There is so much noise about single window, situation reports as of today is that, it is just an ordinary shell, what will drive it is the components inside, what are those components? They are the agencies that are warehoused, the shell will only warehouse the agencies to have first hand information and interactions.

“A kind of holistic interaction that will advance the course of a symbiotic interaction.

“When you have agencies that are not equipped with infrastructure and knowledge warehoused inside that box called single window, there will be no efficiency.

“The thing to do is to ensure these agencies are viable and have infrastructure to drive whatever the system they want to integrate them into.

“There is no ability in single window nothing special than just to warehouse all the actors so that interaction could be more faster, if interaction is faster and you don’t have the capacity then the interaction will be frustrated” he said.
